This position (36-36-5845) works closely with Human Service Zone Director on organizational policies, procedures, and goals. Provides leadership, technical assistance, and training on personnel management activities. Provides leadership in processes related to recruitment, interviewing, and on-boarding of new personnel. This position facilitates the fiscal duties of all 4 counties in Mountain Lakes Human Service Zone. This position creates, analyzes, and manages the indirect and direct budgets. This position manages the payroll and timekeeping system for Mountain Lakes Human Service Zone. The successful candidate would be a member of the agency senior management team. This position supervises the Administrative Staff of the Zone. This position is located in Devils Lake and may require travel to Rolla, Cando, Fort Totten and Minnewaukan.

Minimum Qualifications

Requires a bachelor's degree with a major in human resource management, business management, public administration, industrial relations or a closely related field. Five (5) or more years of HR experience or five (5) years of high level administrative work experience. Masters level course work in business administration or related field may be substituted for the required work experience on a year-for-year basis. If no qualified applicants are found, we will consider filling as an Administrative Staff Officer (Admin Svcs V 105). Minimum qualifications: A High School diploma or equivalent, or a combination of education, training, and experience which demonstrates equivalent knowledge, skills, and abilities plus 2 years supervisory experience. Demonstrated experience in office support, customer service or additional related education as dictated by the hiring agency.
