Effective January 1, 2016: Pursuant to Administrative Rule 69.5-01-09-02(4)(g) a foal registered by an owner who does not reside in North Dakota must be inspected by a North Dakota state-licensed veterinarian at the expense of the owner. A copy of the Racing Commission’s Veterinarian Certificate for Out-of-State Owners form can be found on the Commission website on the Horsemen/Breeders Fund tab. While enforcement of this rule may have been lax in the past, the rule will be strictly enforced for any foals registered on or after January 1, 2016. Any registration for a foal with an out-of-state owner not accompanied by the certificate of inspection will be rejected.

Per the motion of the ND Racing Commission at the November 5, 2015 meeting, the Commission has authorized offering a reduced fee on any license applications received sufficiently in advance of the 2016 racing season. You can find the early application fee schedule for 2016 and a license application form on the Horsemen/Licensing tab.

The license fee reduction will apply to any application meeting the following criteria:

  • A completely filled out application;
  • A check or money order payable to the NDRC for the applicable fee;
  • Application and fee postmarked by April 30, 2016.

In-State Racing

$150,000 has been made available by the ND Racing Commission from the ND Breed Fund to provide breeders awards for 2015 in-state racing.

Out-of-State Racing

$30,000 has been made available by the ND Racing Commission from the ND Breed Fund as a "test fund" to provide breeders awards for ND-breds racing in out-of-state races. The following rules apply:

Points will be awarded April 30 through May 31 and August 1 through September 30, 2015;
No out of state points will be awarded for races held June 1 through July 31, 2015 (Chippewa Downs Meet);
Distributions shall be in accordance with current in-state rules;
It is the responsibility of the foal/mare/stallion owner to provide the Commission with out-of-state race results;
Only official race results from Equibase, Daily Racing Form, or Trueform Racing Services will be accepted and must be sent to the ND Racing Commission Office;
All results must be postmarked no later than October 15, 2015.

At its May 28, 2015 meeting the North Dakota Racing Commission, pursuant to Admin Rule 69.5-01-02-01(2), modified its medication rules to include the regulation of cobalt as follows:

No penalty for cobalt concentrations of less than 25 parts per billion (ppb) of blood serum or plasma.
For cobalt concentrations of 25 ppb or greater but less than 50 ppb of blood plasma or serum the recommended penalty is a written warning or fine and the placement of the horse on the Veterinarians List with removal from list only after a blood test confirms that the concentration is below 25 ppb of blood plasma or serum. Testing shall be paid by the owner(s) of the horse.
Concentrations of 50 ppb or greater in blood plasma or serum have a recommended “B” penalty.
